Mr. Hari Phuyal was born on 10 October, 1970 at Rajghat Morang, Nepal. He completed his Master of Laws (LLM) in International Human Rights Law from the University of Essex, the UK, 2004/2005 on International Human Rights Laws, Laws of Armed Conflict, International Criminal Law, International Refugee Law and Laws of Peace Keeping operations. He is a member of advisory board of Forum for Nation Building (FNB).
He has gained several experiences in several field. He worked as the National Legal Adviser at the Office of the High Commissioner for Human Rights (OHCHR) in Nepal since November 2005 to December 2006. Not only this, he was also involved in publication of magazine called NYAYADOOT published by Nepal Bar Association of Nepal from 1995 to 1998. Similarly, he worked as a consultant to FAO, Nepal Office to review legislation relating to agriculture and to harmonize them in the context of WTO standards from 1 April to December 2002.
Likewise, he participated in number of seminars and trainings. He presented a paper on the "Electoral Practices and the Analysis of Election Laws of Nepal" in the seminar, "remodeling of Indonesian Election Laws" organized by Asian Network for Free and Fair Election (ANFREEL) in Jakarta, Indonesia, 1998, December, visited for study of complaint handling and procedures of court cases of National Human Rights Commission of India, Delhi, from June 1 to 7, 2003, participated in "Techniques of Effective Investigation of Human Rights Violation Cases" by the Trainers of the National Human Rights Commission of India, 2004 in Kathmandu, Nepal. Similarly, he published numerous research and publication like Book on 'Refugee Law' published by Pairavi Publication, Nepal, in 1996 as a course book to LL.B. second years student of Tribhuvan University, etc.
